Over the past while, I’ve been sharing regular updates on LinkedIn about the projects we cover here at CIS. What began as simple progress posts has gradually evolved into something far more meaningful: an opportunity to give people genuine visibility into how projects are delivered in practice, and to share insights that extend beyond any single site. At CIS, we take pride not only in the quality of our information, but also in being open about the process behind it.
Construction projects are inherently complex, with countless moving parts that often go unseen once the final product is delivered. That’s one of the main reasons I’ve continued sharing these updates. They provide a way to show how projects develop in real time, to explain the thinking behind key decisions, and to reflect on what works well and where improvements can be made. More importantly, they create an opportunity to share practical advice that others in the industry might find useful, whether they’re clients, partners, or peers working on similar challenges.
When I put together each update, I try to focus on telling a more complete story of what’s happening on site. That includes highlighting key milestones and why they matter, explaining challenges that arise and how we respond to them, and capturing the small but important details that contribute to successful delivery.

MetroLink M120 Framework Opens Door to Early Delivery Packages
Location: Dublin
The MetroLink programme took a significant step towards construction this month with the M120 Heavy Civils Enabling Works Framework moving closer to appointment. Covering station boxes, tunnel portals, retaining structures and foundation works, the framework will deliver the first visible construction activity on Ireland’s largest transport project.
With the PQQ deadline extended to 24 July, the framework offers a rare opportunity for specialist civils contractors to access MetroLink without competing for the larger billion-euro design and build packages. Early call-offs include the Dublin Airport Station Box and Glasnevin Canal Retaining Wall, making this one of the most commercially important infrastructure procurements currently live in the market.
Why it matters: The M120 framework represents the transition of MetroLink from planning to physical delivery, creating immediate opportunities for contractors, subcontractors and specialist civils suppliers.
Dundrum Central Reaches Major Delivery Milestone
Location: Dundrum, Dublin 14
The Land Development Agency’s flagship Dundrum Central development has reached a critical milestone with the appointment of its main contractor. The first phase of the former Central Mental Hospital redevelopment will deliver homes, community facilities, retail space and social infrastructure across a landmark 9.7-hectare site.
Enabling works have been underway since May, but contractor appointment marks the point where the wider supply chain begins to engage as procurement packages start moving into the market.
Why it matters: As one of Ireland’s largest public housing developments, Dundrum Central is emerging as a benchmark for how state-owned land can be used to accelerate affordable, cost-rental and social housing delivery.
€950m Clúid Framework Enters Final Tender Stage
Location: Nationwide
Clúid Housing’s nationwide Design & Build framework is approaching its final submission deadline following an extension to 29 July. Valued at approximately €950 million over four years, the framework will underpin delivery of Clúid’s large-scale residential pipeline through to 2030.
Only four contractors will secure places on the framework, with the highest-scoring bidder receiving the initial project award and future schemes allocated through mini-competitions.
Why it matters: Few residential frameworks offer this level of long-term project visibility. Successful contractors will gain preferred access to one of Ireland’s most significant housing delivery pipelines.
HSE Framework Shapes Regional Healthcare Pipeline
Location: Dublin & South East Region
The HSE has awarded its new Major Works Projects Professional Services Framework, establishing the consultant teams that will support healthcare capital projects across the Dublin South East region over the next four years.
The framework covers major acute hospital and healthcare investments typically valued between €50 million and €400 million, spanning architecture, engineering, quantity surveying and specialist consultancy disciplines.
Why it matters: Framework appointments often determine who is involved in major healthcare projects years before construction procurement begins, making this a defining moment for the region’s future healthcare delivery programme.
O’Devaney Gardens Continues Large-Scale Regeneration
Location: Dublin 7
Construction activity continues to intensify at the former O’Devaney Gardens site, where more than 1,000 mixed-tenure homes are progressing across multiple blocks. A recent amendment seeking additional residential units highlights the growing trend of developers optimising approved schemes during delivery.
With several blocks now under construction simultaneously, the project remains one of Dublin’s largest active residential regeneration programmes.
Why it matters: O’Devaney Gardens demonstrates the scale of activity now emerging from long-term urban regeneration projects and continues to generate opportunities across a wide range of specialist construction trades.

A5 Western Transport Corridor Advances Despite Legal Challenges
Location: Co. Tyrone
The A5 Western Transport Corridor continues to progress through a complex combination of legal proceedings and technical development. While appeals relating to previous court decisions remain ongoing, design activity is continuing across key sections of the route.
Once delivered, the scheme will create more than 80km of dual carriageway linking the north-west with the border corridor.
Why it matters: The A5 remains one of Northern Ireland’s most transformational infrastructure projects. Understanding which sections are progressing at any given time will be critical for contractors and supply chain partners tracking future opportunities.
Casement Park Plans Adjust to New Financial Reality
Location: Belfast
Casement Park remains one of Northern Ireland’s highest-profile construction projects, but a revised delivery strategy is now emerging. The GAA has confirmed plans are being reworked to reflect available funding while maintaining the target capacity of 30,000 spectators.
Demolition and enabling works continue, but value engineering has significantly reduced the anticipated project cost.
Why it matters: The project’s evolution highlights how market conditions and funding constraints are reshaping major capital projects. Future procurement strategies and package opportunities are likely to be influenced by this revised approach.
Belfast’s £450m Sirocco Vision Returns to Planning
Location: Belfast
Developers behind the landmark Sirocco Works regeneration scheme have submitted plans to extend and renew outline planning approval for the £450 million mixed-use development.
The proposal would transform a major riverside industrial site with housing, offices, hospitality, public realm and new connectivity infrastructure, including a pedestrian and cycle bridge across the River Lagan.
Why it matters: Sirocco represents one of the largest regeneration opportunities currently proposed in Belfast and has the potential to reshape a key part of the city’s waterfront over the next decade.
City Quays 4 Awaits Contractor Appointment
Location: Belfast Waterfront
The next residential phase of Belfast’s City Quays regeneration remains in procurement, with industry attention focused on the anticipated appointment of a main contractor for the 256-unit Build-to-Rent scheme.
While procurement has taken longer than expected, the project remains an important part of Belfast Harbour’s wider waterfront transformation strategy.
Why it matters: The scheme offers a useful indicator of investor confidence and development viability within Belfast’s evolving Build-to-Rent market.
£120m Road Maintenance Framework Sets Market Direction
Location: Northern Ireland
The Department for Infrastructure has awarded its new £120 million Surface Dressing Framework, establishing five contractors that will deliver road maintenance works across Northern Ireland over the next four years.
The framework covers seven regional lots and includes surface dressing, road markings and traffic management activities.
Why it matters: Although less headline-grabbing than major capital projects, long-term maintenance frameworks provide some of the most reliable workloads in the market and help define key supply chain relationships for years ahead.
July’s activity highlights three clear themes across the Irish construction market: major frameworks are increasingly shaping future project pipelines, public-sector housing remains a dominant source of new work, and large-scale infrastructure continues to advance despite funding and legal complexities. For contractors, consultants and suppliers alike, early engagement with framework holders and recently appointed delivery teams remains one of the best ways to position for future opportunities.
