Since 1st July 2015 in Northern Ireland there has been a statutory duty on developers to consult with the local community in advance of submitting a planning application for major and regionally significant development proposals*. 

Construction Information Services (CIS) already provide this information to our existing customers who have a Northern Ireland subscription. They can be accessed by adding the ‘Pre-Planning’ stage to your existing saved project search.

For these proposals Developers are now required to submit a ‘Proposal of Application Notice’ (PAN) 12 weeks in advance to submitting a full planning application.   Prior to this some developers may wish to submit a ‘Proposal of Application Discussion’ (PAD)where an initial discussion takes place between the planners and the developer.  

The Department will normally provide, without prejudice, advice and information (as appropriate) on the content, preparation and presentation of an application likely to satisfy current planning policies.  These two new planning stages can benefit both the applicant and the planners, saving time and money.

*From a residential point of view for instance, major includes development of 50 units or more or a site area of over 2 hectares. The retailing threshold will affect sites outside town centres for developments of over 1,000 sq.m. or a site of over 1 hectare.
